I've just received an email from Roger clarifying that Amateurs and listeners outside the UK are welcome to listen for the Prospero signals.

To minimize interference they only plan to have the 137.560 MHz downlink active when in range of the UK but I believe the footprint may also cover Western Europe and East Coast USA and Canada.
