Carl,
James Cutler "is" RAX-2...he's the faculty advisor to the students who built it.
The website is most certainly behind, because we are just now getting KEPS via SpaceTrack.
RAX-2 is probably one of the objects C, D, E, F, G listed below--but most likely NOT A, B, or H.
