Something to consider for older programs is the compatibility mode in WIN7.
Right click on an icon, then Properties, and then Compatibility.  There is a
drop-down box which will allow you to pick the version of Windows, and even
service pack, going back to WIN95.  

I find that WIN7 works fine as-is for most programs, but I have a couple of
truly ancient non-ham utilities which were written for WIN98SE.  They
worked, with limitations, on XP, but work fully again since I have WIN98
selected.

I have WIN7 32-bit, so I don't know if a 64-bit version offers any 32-bit
compatibility variations.   Guessing not, but???
