I'm pretty positive this isn't in the amateur service, so no coordination with the IARU would be expected.

http://events.eoportal.org/get_announce.php?an_id=10003839 references a 400-450 SS radio, a 400-500 GMSK beacon, and a 2.4GHz feedpoint mounted transceiver.
