The short answer is yes ! 
It works very good.  Every portable operation I've
done was with an Arrow and  SP-432-VDG and two 
HT's. One to transmit, one to receive.  I ran the preamp
off a spare HT battery, 9.6 volts.  Worked just great. 
 
Also have done some portable operating with a Heathkit
HW-24 using the same preamp and Arrow.   Running all of
it from a  7 amp-hour gel cell.  The battery would last a couple of
days, just using it on passes  and running 10 watts on transmit.
 
If you aren't familiar with the Heathkit HW-24, it's a dual-band 
mobile radio, 10 watts or 1 watt on 2 meters and 440, full duplex 
with memories, etc.  If you find one used, it's a great little radio. 
It will also do cross-band repeat and with a VERY simple mod
will do full coverage way outside the ham bands if  you like to listen
to other services.   And yes it has P.L. and also scans.   What else? 
They were around $600 new but I've seen them for around $100 at times. 
I've had mine for about 20 years and it's still perking right along.
