Take a look at the Acceptable Use Policy:

The section on identification required is very short:

"All posts should include the author's first name and call sign, or full
name if not currently licensed."

So no, non-hams are not excluded, nor will lightning strike someone who
forgets to identify.

Really?  What about people who don't have callsigns, or are SWLs 
excluded from amsat discussions?
