Yes - it was/is also a radio amateur satellite.
I made 8 QSO,s on it all in all in July and August 2008:-)
As Jan points out it was not active for a long period of time.

I managed to make a 2 way QSO through the amateur radio transponder.

Delfi-C3 was not of interest for the Satellite Amateur Radio community
because it performed mainly technology demonstration experiments for
the space industry in the Netherlands and not for our use.
