first of all the P3E 'P5A transponder' is a team effort: you may
find the members here:

Regarding the frequencies, you should be able to decipher the
most important information from this ecrypted document, or
alternatively you could try your luck with a translator that
attempts (!) to handle Finnish to your language preference:

There are significant frequency scheme challenges (check out the
complexity of the block diagram, being necessary to maintain the
coherent uplink/downlink ratio of 30:7), but I think the final
frequency plan is fairly satisfactory.
