Graham, 

I thought there was a request in the 2012 IARU Satellite Forum held at Guildford for a volunteer to create such a database ? I don't know if any volunteers have come forward yet.

I am not aware of anything online that gives concise information on one page as to which satellites have been launched, the frequencies they use and which are still operational. 

As Peter has mentioned the AMSAT-DL website provides a really excellent reference. It does though require you following the links to find Downlink frequencies. Uplinks aren't always given on the linked pages and arguably Uplinks such as control channels "use" frequencies just as much as Downlinks. Of course determining operational status could be problematic.
