Gordon,

Creating the position is easy, even trivial.  Filling it, not so much.  :)  I suspect someone with the
ability to do this would be busy working on one or more projects rather than recruiting.

Take a look at Jono Bacon's book "The Art of Community".  It sounds like you need a Community Manager.
