There is a DLL update required for ARSWIN to talk to the PCI card and also you will need to put in the PCI card I/O range in ARSWIN (looks like it defaults to the legacy IO of 378 or 3BC). I will check this on my PC and let u know. I assume there is no issue with the controller.
