Would the transponder mode potentially have lower average power 
consumption than full power telemetry mode?

In full power telemetry mode, it's putting out 300 mW the whole time. In 
transponder mode, it's only putting out 30 mW + whatever it's taking to 
relay the signals it's receiving. The transmitter would only be putting 
out full power when it's in use.

Unless my thinking is completely wrong here...
