Maybe everyone needs to hold a good ol' fashioned fund-raiser, with people going door-to-door, asking for donations. 
 
Start this on January 1, 2014, and end it on December 31. Calculate all the earnings, and bring it to whoever can get the project underway, and launched.
 
We could probably litter LEO, MEO, and HEO with FM birds, or whatever flavors we like. 
At the very least, we need replacements for AO-51 and HO-68.
