[amsat-bb] UIView32 Config for ISS APRS

Peter,

I understand from you message that you are using UI-View software.

I had much more success when sending packets via the ISS when I changed
from UI-View to UISS. It is written specifically for the ISS and PCSAT.

It is much easier to correctly configure.
