[amsat-bb] FUNcube/AO-73 Mode change

Hi Folks
As as 10:29 UTC, FUNcube is now in permanent amateur mode (low power
beacon, plus transponder on). Planning to switch back to normal mode at
approx 20:00 UTC today.
