Q: Amsat.org, celestrak.com, tle.info and a host of others provide TLE
lists for use with tracking programs. Which one should I use.
A: In my humble opinion - unless you are a beginner - none of them. This is
not a big deal but if you are interested in a simple alternative that puts
you in control of your lists take a look here

If this does not work for you check around as I am sure there must be many
other people who have created similar and possibly better programs for
doing this very simple task. It is early days for this program so let me
know how it goes.
