Doug,

(I included amsat-bb on this response so that everyone knows where we 
still appear to be held in regard to U.S. regulations)

I don't believe that the mass properties for Fox-1 have been published 
yet, although you could certainly take a look at the Symposium 
Proceedings from 2011-2014 to see if I missed something.  Since I turn 
in the papers on Fox-1 for those publications, I believe I "know it all" 
but hey, that's 4 years to remember. :-)

Being that control of amateur radio satellites was just transitioned 
from ITAR to EAR, and we have not had a chance to get a legal opinion 
regarding EAR and the "items subject to EAR" in regard to the "deemed 
export" rules; while I have just taken a look at sections 734.2 and 
734.3 of the EAR to see if I could quickly glean something, I have to 
say that I feel that it does restrict me from talking openly about the 
information you requested in your questions 2 and 3.

That having been said, while it appears that I could divulge it to a 
"U.S. Person" that would mean that we have to discuss it privately and 
you would have to convince me that you qualify as a "U.S. Person" and 
then you become held responsible for protecting that information, and so on.

So rather than open a can of worms (or stick my neck on the Federal 
chopping block), I would rather just say that I can't share that 
information with you and ask if you might be able to determine what you 
need to know by asking me something in a way that does not seek specific 
information like that, or perhaps make some assumptions yourself.

I am sorry, it is the way we have to conduct ourselves in this activity 
these days and until we get some strong advice on the legal aspects of 
what can and can't be discussed for fear of violating "deemed 
exports"... it appears to be similar to ITAR in that regard.
