To be used by anyone and everyone at large?  Simultaneously, all over 
the country?  How very accommodating of them. No, not quite... their is a callsign coordinator (In this case Patrick) that assigns specific times and bands to approved stations to use the callsign. It is not "willy nilly". Not just anyone or everyone can use the callsign.

It is no different than the current W1AW portable activity that is taking place on HF right now. =^)
