[amsat-bb] Gold Standard for Keplerian Data

Hi Steve,

A bit more information needed.  

Do you see this for all the satellites, or just one?
Which Keplerians are you using in SatPC32?  Celestrak or AMSAT? 
Is the difference consistent with one source always early?
Do you have a minimum elevation selected in SatPC32?
