[amsat-bb] CAMSAT Frequency chaos

Amateur satellites operating outside the allocated sub-bands is a very
unfortunate and bad precedent. Radio Amateurs from different countries and
different IARU regions spend years negotiating bandplans so that we can all
operate in harmony without causing interference to other amateurs.

The 2m band is indeed crowded, but we do have practically desert bands
above 70cm that so badly need activity. Not only the bands are available,
but we *need* to use them. Otherwise we will lose them.
