[amsat-bb] Activation of transponder on EO-79

Hi Fabiano,

I am not directly involved with the operations this weekend, but I 
understand that the VKI command station was planning to enable the 
transponder on this last pass so if you are not hearing it then maybe they 
have some technical problems.
