[amsat-bb] XW-2F Transponder OFF

I didn't. Only got to it more than half way, and wasn't expecting 
that... not even a recording. Focused more on trying to find the 
transponder, in case the offset was had increased, and then the beacon.
Noticed though that the 9k2 telemetry was on.
