A cooperative effort from everyone would be needed to maximize the
QSOs. If everyone has their power cranked to 11 and they keep calling,
you'll never hear the 5 watt signal of K1N when they attempt to
respond to someone.
That's probably too much to ask though. Maybe the only way to do a
satellite DXpedition in an entity as rare as this is to have everyone
register their interest, then assign skeds and have the DXpedition
operator call through the list pre-prepared for each pass.
