You may notice that this paper dates from 2012. The setup is the same but
equipment changes aboard the ISS have occurred since then ...

The packet signal from the 5W Ericsson HT nowadays is considerably weaker
than back in 2012 when a Kenwood rig was operational. I use the APRS
terrestrial frequency on 144.390 for testing. I found it works on the
terrestrial signals it will work on the ISS downlink. Also, here in Chicago
area 144.390 is so full of signals that I receive something every 5 seconds
at least.

The one gotcha with AGWPE or UZ7HO modem software is that these will only
print a fully decoded packet (one with the checksum intact). On a hardware
TNC you can set the PASSALL to ON and you will see all packets, even the
one's with errors but your eye/brain connection can still read them.

The weak downlink from ISS packet means I will often hear a packet by ear
but my UZ7HO and UISS combo will not decode/display. Hope this information
saves some frustration in that your setup may be correct. See what you get
on 144.390 for a confidence builder!
