[amsat-bb] Is ISS Digipeater not always on for use?

The frequency is 145.825.
It's been reported on for the past couple of days. It is generally always
on unless the radio is in use for an ARISS contact, there's an EVA, or an
arrival/departure of a cargo or crew vehicle.
As the Soyuz carrying the Expedition 44 crew is scheduled to arrive this
evening at 0246Z, it will be off for some time before and after that.
