Thanks for the report. 
Did you actually hear it turn on ?

If you look at

 http://oscar.dcarr.org/

you can see that it actually started on the 21st March

I think its timer is working so that the interval between ON and OFF is the
usual 10 days and approximately 8 hours - but it has a very low signal when
in eclipse.

My guess for the latest ON time  is approximately 0030 UTC on the 21st of
March.

UOsat-2 turned on again. Strong signals over Buenos Aires, AR on  03-22,
02:00 UTC on 145.825 Mhz FM.
