[amsat-bb] PSAT- transmission sequence

Is the uplink on 28.120 + audio or does the psk31 signal need to 
be at 28.120 i.e. 28.119 USB with 1000 Hz psk31?

I copied some beacons but didn't see anything from my attempt to 
uplink.
