[amsat-bb] Installing Sat Telem decoding such as FoxTelem.exe

Well, tried downloading Visual Basic Runtime, got about a dozen zip files, 
tried to unzip them, don't know where to put them, etc.
Is there another XW-2C telemetry decoder that doesn't require MSCHRT20.ocx, 
whatever that is?
