This is what I use on my Windows 7 and Windows 10 machines:

About 1/3 of the way down the page is the downlink.  

 

This will create new audio Playback and Record devices named "Cable Input -
VB-Audio Virtual Cable" or   "Cable Output - VB-Audio Virtual Cable"

 

Cable INPUT is for PLAYBACK and Cable OUTPUT is for RECORDING.
