[amsat-bb] PSAT-1 AX25 Packets

It is PSAT-1.
The first packet is telemetry #891 and shows a battery voltage of 8.13
volts and 347mA.  The other 3 values are temepratures and need equations
to decode.

The second packet is orbit number 196 and minute 57 and the alphabet soup
is the spin data.  Just plot every 3 characters  in the string  as X,Y,Z
components of the Sun angle and you can see how it is spinning.  Plot
capital letters as positive numbers (A-Z) and lower case letters as
negative numbers (a-z).

The TOCALL of APOFF says the APRS digipeater is OFF to save power so that
the PSK31 Transponder can remain on at full power all the time.  PSK31
downlink is 435.350 FM.  Uplink is 28.120 mHz PSK31.  See:]
