Glad to hear you have found the problem. It may not even be the relay
board itself. I have over the years found problems with powering preamps
from the ground through the coax. This was especially trued when the rig
itself was suppose to supply the 12 volts. I found that by the time the
voltage reached the unit, it was less than 12 and have found that the
preamps where very sensitive to the amount of voltage. The closer to
13.8 you can be at the preamp usually the better.
