[amsat-bb] DopplerPSK update for PSAT/NO84 PSK31

Yes, thanks Andy, for the update. I haven't had a chance to test it
extensively, but the sound card selection function seems to work. I selected
a SignaLink USB, which was not my default sound card, and a press of the
DopplerPSK TX button caused the PTT of the SignaLink USB to key up properly.
