[amsat-bb] XW-2E Keps & SatPC32

I just made several contacts on the XW-2E transponder.

I was using CelesTrak Keps in the TLE-NEW file. 2015-049 objects. XW-2E
seems to be 2015-049L.

Once I calibrated SatPC32 at AOS, Doppler shift correction functioned
flawlessly to my LOS.
