[amsat-bb] LilacSat-2 over Central US 2340z

Several stations across AR, TX, and LA reported only hearing telemetry
on the 12:50 UTC pass. I never heard anything but telemetry at my QTH.
As read previously here on the BB, the downlink frequency of the
transponder, APRS, and telemetry is now 437.200 MHz.
