[amsat-bb] New Russian Radio Sputnik 48 launched

All,

Dmitry, R4UAB, published further information on SamSat 218D and
Aist 2D. It appears RS 48 is Aist 2D (object 41465, 2016-026B) instead
of SamSat 218D. This is now confirmed by doppler measurements.
