[amsat-bb] BY70-1 launched into too low orbit

Sad BY70-1 didn't reach planned orbit.
Whoever try to receive or operate BY70-1 on its first and last orbits
(if satellite is activated) can try on http://amsat.org.ar/pass.htm
selecting BY701.
There you find operating frequencies, aim position and Dopplers,
