[amsat-bb] IC-9100 AO-85 Telemetry

Thank you to everyone who contributed suggestions on how to setup the 
radio and software to decode the telemetry.  I finally was able to 
decode a pass this evening and that would not have happened with the 
help from the AMSAT-BB.  Several items needed to be corrected.

1. Turn on menu item 57 (9600 Baud) on IC-9100.
2. Put IC-9100 into FM Digital mode by holding down the FM button.
3. Set the sound card to 48,000 Hz. to match the FOXCOM software.
4. Use line in on the sound card.
