[amsat-bb] Updates to AMSAT KEP Distribution - 2-12-2016

The following satellites have been added to this week's KEP Distribution
AGGIESAT4 - NORAD ID # 41313
KWANGMYONGSONG4 - NORAD ID # 41332

Per AMSAT-BB the North Korean KWANGMYONGSONG4, NORAD ID # 41332, (also known
as DPRK
Brilliant Star) has achieved a stable orbit, but has so far remained silent.
We will continue to include the TLEs for this satellite for the time being.

Per AMSAT-BB the launch of ChubuSat-2 and ChubuSat-3 is postponed due to
weather issues.
No new launch date has been set.
