[amsat-bb] FoxTelem patch version 1.03h

Is the site down for the Fox Telemetry software?
I am getting: "HTTP Error 503. The service is unavailable".

It is only 1 file and you just copy it into the installation directory and
overwrite the file that is there. You know it has worked if the version
number is now 1.03h.
