Hello Andrew,

Many times no one is transmitting via the ISS except unattended beacons 
here over in the US.

When attended stations want to make a QSO, they must fight to get 
through the unattended beacons.  I'd say there are 4-5 of these stations 
on almost every pass over my QTH, some transmitting every minute or so. 
Very annoying.  I send them APRS messages but not surprisingly, they're 
ignored 100% of the time.

Even unattended I-GATE's don't need to beacon via the ISS. If their 
purpose is to take the RF traffic and send it to the Internet, there is 
no need for them to advertise on 145.825 MHz.
