[amsat-bb] sats to hear from Fairbanks

The 435.350 MHz FM downoink on PSAT PSK31 is often on, though someone needs
to be transmitting on 28.121 MHz with PSK31 in order for the transponder to
come up.  But that is the terrestrrial PSK31 frequency so really all it
needs is ANYONE to be on 10m PSK31 and it will be up.
