[amsat-bb] polarisation switch

I added parts 1 and 2 of Domenico's I8CVS article from the 2007 AMSAT
Journal archive to the files section of the AMSAT North America group on
Facebook. The files are too big to upload to amsat.org without
administrator intervention.
