[amsat-bb] BY70-1 decay estimate

All,

It looks like the BB removed a space near the end of the second line
of each TLE set. So in the TLE sets in the original post, add a space
in the second line before '8178' in the first TLE set, before '8186' in the
second TLE set, etc.
