[amsat-bb] CAS-4A and CAS-4B

I listened in on the 18:48z? pass here in CM98 (I think that was the
time), and heard both satellites easily using object 42758 / 2017-034A
keps. Seemed pretty close.
CAS-4A's beacon might be a few khz low in frequency. I was in USB mode
with a dial frequency of 145.850 at the end of the pass, and the beacon
was coming through at about 1khz on the audio. I would think it should
have been closer to 145.852 or so, as 2m doppler is usually +/- 2.5 khz.
