[amsat-bb] CAS-4A New File Settings (SatPC32 V12.8c)

2 issues:  in your doppler file, you have the sat name as CAS-4A, but in the 
names file, you have it as CAS 4A (no hyphen).  They have to match.  You 
also have too many characters in the object number in the names file.  It 
should be 17034D, not 2017034D.
