[amsat-bb] New CAS-4A and B sats

Thanks to everyone, including Erich for setting me straight on the proper
naming of these new birds for satpc32. It appears that I did have it right!
I guess I didn't trust myself but given the different names assigned to
these birds I just wasn't certain. Hopefully I'll get a chance to work some
of you on this new one.
