[amsat-bb] ISS Packet Digipeater

I also had the same problem as Patrick WD9EWK on the 2 meter digipeater. I heard a few packets but could not get into the digipeater.
on a later pass which was only 7 degrees over my location I heard the digipeater but could not get into it.
