[amsat-bb] ELaNa XXII CubeSats deploy from ISS soon

The JAXA announced to make ready for deployment of NRCSD#13 at 16th
and 17th Nov. CubsSats will deploy on the weekend or the next week.

NRCSD#13 is ELaNa XXII CubeSats including ASTERIA, Dellingr/RBLE,
OSIRIS-3U. They were delivered by Dragon CRS-12 this August.

IARU Amateur Satellite Frequency Coordination shows OSIRIS-3U will
operate on 437.505MHz with GMSK up to 38k4.
