[amsat-bb] ft-847 9600 baud tx

HELLO ALL, 

I am using ft-847sat mode...paccomm nb96 tnc [type2]...and wisp. 
I can rx 9600 downlink ok but cannot connect on the 145.840 uplink. 
ptt works ok. I listen with ht on 145.840 and hear white noise when tx
is keyed.
i assume that 9600baud set#23 auto transfers to sub band on tx??
so any thoughts?? 
I know this a shot in the dark but the candle is running out wick...73
