[amsat-bb] JAMSAT Five Stars Award Rule update

AMSAT BB readers,

JAMSAT has updated the rule of JAMSAT Five Star Award.

There are two major updates.

1. Application fee from out side of Japan is free if you accept sea mail
2. Electric QSL with Satellite name can be accepted 

These updates are effective from January 2018.
